For import cargo to Senegal (excluding transit cargo), an “ELECTRONIC CARGO TRACKING NOTE (ECTN) / BORDEREAU ELECTRONIQUE DE SUIVI DES CARGAISONS (BESC)” must be obtained, also known as a cargo waiver. The relevant formalities must be carried out at the loading port; the responsibility lies with the sender of the goods. The ECTN/BESC number must be noted in the cargo documents (bill of lading, cargo manifest). Any incoming cargo without approved ECTN/BESC will be blocked for customs clearance/delivery and will incur severe penalties.

- Copy bill of lading, correctly dated
- Commercial invoice, with separately stated FOB goods value and ocean freight costs (otherwise an additional ocean freight invoice or ocean freight declaration is required)
