News New Waiver requirements Ghana

Effective February 1, 2026, every cargo destined for Ghana, including transit cargoes, must have a valid Smart Port Note (SPN) issued and validated at the port of loading.

News Electronic Cargo Note Sudan

As from 1 January 2026 the implementation of the ACD system will become mandatory for all shipments destined for Sudan (transit cargo included). The ACD (Advance Cargo Declaration), also named cargo waiver, must be obtained at the loading port and the ACD number must be clearly stated on the Bill of Lading. It is the responsibility of exporters, shipping lines and forwarders to ensure that all cargo – including vehicles, machinery, trucks and general or bulk shipments – has a valid ACD number. Any cargo not covered by a validated ACD will be blocked for delivery/customs clearance or will face refusal of cargo entry at Sudanese ports and will raise penalties and/or fines.

News Electronic Cargo Note Central African Republic

We are pleased to inform you that M+S Mehrtens & Schwickerath GmbH, Bremen/Hamburg, has been appointed by K-POLYGONE SAS, Paris/France - the global representative of the Conseil Centrafricain des Chargeurs CCAC, Bangui/Central African Republic - as the main agent for issuing the Electronic Cargo Note (ECTN – or BESC Bordereau Electronique de Suivi des Cargaisons) for the countries Germany, Poland, Austria, Slovakia, Slovenia, Romania, Belarus, Bulgaria, the Czech Republic, Latvia, Lithuania, Moldova and Serbia.

In order to ensure proper cargo handling, an ECTN/BESC is mandatory for all shipments to the Central African Republic. The responsibility for creating it lies with the sender of the goods. The ECTN/BESC number must be noted in the cargo documents (bill of lading, manifest). All incoming cargo without an approved ECTN/BESC will be blocked for handling/delivery and will incur severe penalties.

The following required documents and confirmations related to the issuance of the Electronic Cargo Tracking Note (ECTN) should preferably be sent by email:

1. Bill of lading, correctly dated
2. Commercial invoice, with separately stated FOB goods value and ocean freight costs (otherwise an additional sea freight invoice or sea freight declaration is required)
3. Export Customs Document
4. Country of Origin
