For all loading to and from South Sudan (including transit loading), an ELECTRONIC CARGO TRACKING NOTE (ECTN), also known as a cargo waiver, must be issued by the shipper or his freight forwarder at the loading port. The ECTN number must be noted in the cargo documents (bill of lading, cargo manifest). At least one ECTN must be created for each bill of lading. Any cargo without an approved ECTN will be blocked for delivery/customs clearance and will incur severe penalties.
Required documents and information:
- Copy bill of lading (or draft), correctly dated
- Commercial invoice, in accordance with the delivery conditions with separately stated FOB goods value, ocean freight costs, transport insurance costs etc. (if not, an ocean freight invoice or ocean freight declaration is also required)
- Export customs document
