Cargo certificates (ARCCLA Loading Certificate), also known as cargo waivers, are required by law for all shipments to Angola. The number of the loading certificate must be added in the cargo documents (bill of lading, cargo manifest). The responsibility for proper documentation lies with the shipper and/or his authorized forwarding agent. Incoming cargo without a corresponding cargo certificate will not be processed by customs and will incur severe customs penalties, etc.
Required documents and information:
- Copy bill of lading
- Commercial invoice, showing FOB value of goods and ocean freight costs separately (otherwise an ocean freight invoice or ocean freight declaration is also required)
- Country of Origin
- Import license (Documento Único)
Import procedure for road components/equipment
Prior authorization from the National Land Transport Agency (ANTT) is mandatory required for complete vehicle shipments and in addition for the articles to the specific harmonized tariff codes listed below
- 8408.20 = Engines of the type used for vehicle propulsion.
- 8708.40 = Gearboxes - including gears and their parts.
- 8706.00 = Chassis - with engines for motor vehicles classified under positions 87.01 to 87.05.
- 8707 = Bodies - for motor vehicles classified under positions 87.01 to 87.05, including cabins.
- 8708.94 = Steering Systems - including steering wheels, columns, and cables, along with their parts.
- 8708.80 = Suspension Systems - and their parts (including suspension shock absorbers).
- 8708.50 = Transmission Systems.
