For all shipments to or from Chad an ELECTRONIC CARGO TRACKING NOTE (ECTN) / BORDEREAU ELECTRONIQUE DE SUIVI DES CARGAISONS (BESC), also named cargo waiver, is mandatory. The ECTN/BESC must be completed and approved PRIOR to vessel departure. Any ECTN/BESC issued after shipment, as a regularization at the ports of discharge, will result in a penalty equivalent to 100% of the ECTN/BESC amount, when the cargo was not covered by a valid ECTN/BESC at origin. Any shipments arriving without an ECTN/BESC are subject to penalties and will be blocked for clearance. The ECTN/BESC number to be shown on the Bill of Lading and the manifest. The responsibility and all costs is with the shipper.
Required documents and information:
- Copy bill of lading, correctly dated
- Commercial invoice, with separately stated FOB goods value and ocean freight costs (otherwise an additional ocean freight invoice or ocean freight declaration is required)
- Export customs document
